Gibbons in ‘lost habitat’ need immediate rehabilitation

ROING, Sept 09: Altogether 13 Hoolock Gibbon families were traced out at Delo village, around 23 km away from Roing township in Dibang valley district. Unfortunately, they have been confined or stranded within a small patch of forest due to rampant de-forestation and expansion of agricultural field causing concern for the Wild Life department. The department is now desperately in search of ideal habitat for the stranded endangered Gibbons.

Wildlife sources said, these rare species depend on forest only, they will ultimately die if they are not rehabilitated suitably.

Finding out the habitats and identification of gibbons scattered in the periphery of the Delo village is a tough job. The number of Gibbon population will increase if the expert team carries out identification of stranded Gibbon population properly, sources said.

When asked for rehabilitation measures for the stranded Hollock Gibbon, sources disclosed that the concerned department can not take any step of its own as the rehabilitation measure involves huge fund and formalities under Wildlife Acts. An official order from PCCF is required to take up rehabilitation measures, sources added.

However, Alok Singh Range Officer of the Deopani Wildlife Range, quoting the PCCF informed that a team from Itanagar will be reaching to rescue and relocate these stuck Gibbon in the Mihao Wild Life Sanctuary as soon as possible.

Some of the Gibbons are trapped on a single tree and facing serious food and water crises, immediate rehabilitation of these endangered primates is need of the hour, Alok Singh said. The Lost Habitat’ of this Eastern Hollock Gibbon is situated adjoining to the foothills of the Mihao wildlife sanctuary. Fortunately the primate is safe from poaching/hunting following strict taboo that has been maintained by the Idu Mishmi community to kill the Gibbon.

The department has also further approached the Wildlife Trust of India (WTI) and International Fund for Animal Welfare (IFAW) based in America to do justice to the rare species.

Meanwhile, the Society for Health and Environment (SHE) has urged the Wildlife department to take appropriate measures and rehabilitate the homeless gibbons.

Forum appreciates City Police

ITANAGAR, Sept 9: Dutta Peoples’ Forum, Capital Complex expresses its appreciation to Itanagar Police led by City SP, Hibu Tamang, OC, Itanagar and especially case Investigating Officer Tumki Loya for solving the murder case of late Koj Gambo and bringing the culprits to books. The Forum felt that City Police has once again showed its efficiency. The arrested culprit duo along with the third offender, on the night of August 20 has mercilessly beaten Koj Gambo and his female friend on NH-52 A near BSNL Office, Itanagar.

Later on that fateful night Gambo succumbed to his injuries at RKM Hospital and his friend is still retrieving from the shock. Such a heinous crime by anti-social elements is condemnable from all sections of the society, it added.

Meanwhile, the Forum has appealed the Police, District Administration and other Law Enforcing Agencies not to grant them bail at any cost.

Further, DPF (CC) has demanded for early arrest of third culprit who was equally involved in the murder of late Gambo on that fateful night and to award them all an exemplary punishment.

MP, Tourism Dept, GSU donate for Nyigam fire victims

ITANAGAR, Sept 09: Member of Parliament, Lok Sabha,Takam Sanjoy today announced 5 (five) lacs for the fire affected families of Nyigam Village under Basar, West Siang District from his MP LAD Fund. He prayed for the affected communities to have enough strength in handling the devastation.

He also urged the District Administration to handle the relief packages properly, in whatever form it comes while adding that it reach the needy and affected.

Sanjoy appealed one and all to join hands together to share the grave situation being faced by the people of Nyigam village through any available means.

He further thanked the State Government for prompt action in providing immediate relief to affected communities.

Arunachal State Tourism Department staff has contributed relief to the fire victims of Nyigam village under the initiatives of its Deputy Director in-charge Director Serphow Nimachow.

Galo Students’ Union also contributed an amount of Rs. 25000 to the fire victims. It expressed shock over the fire accident.

AACWA concern over deptt's failure to issue directives

ITANAGAR, Sept 09: All Arunachal Contractors Welfare Association (AACWA) said that though the state government had issued directives to all departments of PWD, Power, RWD, PHED, ERD, UD besides others to obtain No Objection Certificate before clearing of bills of tender works of contractors and suppliers yet the concerned departments have failed to take any action in this regard.

The issue of directives by work departments for no objection certificate could serve as a remedy to solve the problems faced by the Arunachal Pradesh State Co-operative Apex Bank Limited in recovering loans, the association said. The association further said that many contractors and others who had taken loans from the Arunachal Pradesh State Co-operative Apex Bank Limited have yet to clear their outstanding dues while some have settled under one time settlement schemes.

It also called for action against departments that have failed to issue directives and also ban defaulters from participating in tender works.

Tawang review meet on NREGA

NAHARLAGUN, Sept. 9: A review meeting on the progress in implementation of poverty alleviation programmes in the Tawang District especially NREGA was held in the conference hall of DC’s office Tawang.

The meeting was chaired by Gamli Padu DC Tawang and attended by all the BDOs and PD DRDA.

In the meeting the implementation and progress of the SGSY, IAY, NREGS and IWDP/Haryali programmes in the Blocks within the district during the current financial year was reviewed.

The DC urged the BDO to be pro-active in timely planning and implementation of all the poverty alleviation programmes and NREGA in particular to give maximum employment to the people living in the rural areas. He further emphasized the observance of guidelines in letter and spirit while implementing the poverty alleviation programmes. He reminded that the primary duty of BDO is to implement rural development programmes especially poverty alleviation and NREGA. Karma Leki PD DRDA Tawang while initiating the discussion appealed the BDOs who are also the programme Officers for NREGS to make all out efforts to plan and provide employment for at least 60 days to every registered rural household in the Gram Panchayat.

All the BDOs were also requested to submit MPRs under all the programmes timely and to honour the time limit fixed. (DIPR)

East Kameng to meet Lower Subansiri in final

NAHARLAGUN, Sep 9: East Kameng colts stormed into the final of Under 16 Dera Natung Memorial Football Tournament trouncing West Siang 6-0 in a lopsided match at Rajiv Gandhi Stadium here this afternoon. They will meet Lower Subansiri, who beat Kurung Kumey yesterday, in the final on September 11.

East Kameng shot into lead 19 minutes into the match when Rony Ramching scored taking full advantage of wrong judgment by the West Siang goalkeepeer. The second goal came in the form of suicide goal by Jumken Karga. East Kameng was leading 3-0 in the first half with a goal from substitute player Tero Dodum (22 min.) in 38th minute.

Jolted by early three goals, West Siang made some feeble attack after the breather but could not make any breakthrough.

Instead, East Kameng pumped in another two quick goals in 50th and 53rd minute by Tero Dodum and Toko Polium which almost dashed the hope of their opponent reaching final. Captain Adam Rimo, who led his team from the front, drew the final blood in 74th minutes to seal the fate of West Siang.

Infact, East Kameng displayed superior ball game than their West Siang counterpart during the whole match and deservingly reached the final. On the other hand, a demoralized West Siang team was lacking in co-ordination amongst the team players and weak finishing costs them dearly. Atleast three goals, which could have been saved, was scored due to wrong judgment by the goalkeeper and defenders.

‘Fresh Water Fish and Eco-friendly Fishing Gears’

Changlang, Sept 8: Three days training cum demonstration on ‘Value addition of Fresh Water Fish and Introduction of Eco-friendly Fishing Gears’ was inaugurated here at Changlang today. The training was attended by 30 numbers of fish farmers.

Deputy Commissioner, Changlang Dr S B Deepak Kumar, IAS graced the function as Chief guest while Dr D I Khasim, Ph. D., ARS, Scientist in charge & Principal Scientist, Central Institute of Fisheries Technology(CIFT), Visakhapatnam presided over the function.

The other members present in the function included M M Prasad, Ph. D., ARS, Principal scientist and U Sridhar, Ph.D., ARS, Scientist (SG), CIFT, Visakhapatnam and Heads of Offices, Changlang.

Dr Kumar while lauding the Fishery Department Changlang for their initiation hoped that such training would definitely help improving the economic condition of the local populace. He advised the trainees to be sincere and try to gain maximum benefits from the training.

Earlier, Dr D I Khasim informed that a fish being nutritious and healthy, its consumption is encouraged all over the world. During three days training the fish farmers would be taught the better way of utilizing the underutilized fishes by making them skilled in converting the by-catch into diversified and sophisticated fish products like Fish Cutlets, Fish Pickles, fish Wavers, etc. They would also be taught the practice of good sanitation and hygiene to ensure the safety of fish consumers, he added. Dr B Madhusudhana Rao informed the house that during fishing activities many unwanted but rare species and even endangered species get killed. The trainees would be taught the use of improvised fishing equipments without disturbing the life of other marine or fresh water animals.

Dr U Sridhar demonstrated and explained the improvised technology for catching fishes. He also demonstrated the samples of finished fish products.

Earlier, Nokjan Longri, DFDO, Changlang gave overall picture on feasibility of Pisi-culture in various areas in Changlang district and the achievement of fishery department so far. Citing examples of the successful fish farmers of Diyun he urged upon the trainees that any one can get good return from Pisi Culture if taken it up with sincerity and dedication. (DIPRO)

District gear up for elections

ITANAGAR, Sept 9: A coordination meeting with all Administrative officers & Police personnel was held here at DC's chamber with regard to Poll preparedness under the chairmanship of Pige Ligu, DC cum DEO, Seppa.

The meeting discussed on various issues like Porter arrangement, movement plan, Identification of critical polling stations, Law & order, Communication & Transportation, Training schedules for polling officials on EVM.

The DEO said that it is a team work, hence everyone's effort under any circumstances is required at this crucial time.

With these words he further requested all the Officers to exercise their service and duties with full dedication and sincerity which would make the Assembly Election a grand success in East Kameng District.

Ziro: Preparation for smooth conduct of elections for two assembly seats of 16-Yachuli and 17-Ziro-Hapoli in Lower Subansiri has began with conduct of first election related meeting by the Deputy Commissioner-cum- District Election Officer, Ziro, Sadhana Deori, with the Head of Offices of lower Subansiri District here today at her office chamber.

The Deputy Commissioner, while seeking full cooperation of all head of offices and other employees of the district asked the officers not to grant any leave during the election period and call back all those officials already on leave. She also asked the Head of offices not leave headquarters without her prior permission.

All damaged or blocked roads, porter tracks and bridges of the district should be immediately repaired and made motor able for transporting personnel on election duty, the DEO instructed the executing departments.

While circulating the guidelines for election Model code of conduct, she said, the MCC is already in force and shall remain till 25th October next and asked the officers not to violate the model code of conduct.

She further informed that the general training for personnel on election duty of district is slated for 3rd and 4th October for Ziro and Yachuli respectively, while Training on Electronic voting machine is on 5th October for Ziro and 6th October for Yaculi.

Matters relating to deployment of security personnel, requisition of vehicles, deployment of polling personnel, un-interrupted electricity supply, telephone and mobile network including broadband connectivity, were also discussed.

Meanwhile, a core group, , comprising nine officers and supporting staff has been constituted with immediate effect for efficient management and disposal of tasks in the conduct of ensuing assembly election.

While assigning the individual officers of the core group with specific tasks, the DEO has instructed them to go through the instructions and guidelines of the Election Commission of India and Chief Electoral officer, Itanagar. (DIPROs)

Changlang: Consequent upon the announcement of Poll Schedule of forth coming Assembly Election and possibilities of campaign activities to be geared up by the candidates of different political parties which may lead to apprehension of breach of Law & order situation in the district and in view of keeping peace and tranquility in the district Dr S B Deepak Kumar, IAS, Deputy Commissioner cum District magistrate in exercise of power conferred under section 144 (3) Cr. P.C. issued an Executive Order today directing all Civil Arms holders in Changlang District to deposit their respective Arms at their nearest Administrative Office/Police station on or before 29/09/2009 till election process is over.

The person found in possession of Fire Arms after 29/09/2009 in violation of the order, shall be liable to punishment under section 188 IPC as well as under relevant section of Arms Act, the order continued.

DC’s order

ITANAGAR: District Magistrate Padmini Singla exercising powers given under section 144 Cr PC has immediately banned carrying of licensed arms, lethal weapons like dao besides others till assembly election process is over for peaceful, free and fair election.

She has further directed all the arm licence holders in Capital Complex to deposit their fire arms and ammunitions in respective Police stations before September 18 next.

All arms and ammunition dealers shops shall remain closed from September 18 to October 23 next.

Court’s verdict again illegal appointment in APPSC

ITANAGAR: The High Court has quashed the appointment of a LDC in the Arunachal Pradesh Public Service Commission. Responding to a writ petition filed by one Tadang Mingki against an illegal appointment of a LDC who was put on job without following the laid down norms, the Court further ordered an amount of Rs 5000 payable to the Petitioner which would be realized from the then Secretary of APPSC.

Taking serious note of the violations by the APPSC, the court further directed the Chief Secretary of the state to take appropriate action against the APPSC Secretary as per law for illegal action and tarnishing the image of the Commission.

Release of arrears demanded

ITANAGAR: All Arunachal Pradesh Government Department Labours’ Union, Secretary General Dagmi Nyori in a letter to Chief Engineer, Western and Eastern Zone, PWD, highlighting the grievances of workers under Public Work Department (PWD) appealed the authority to release the 15 month revised arrear of W/C staff within September 15.

It further appealed for timely release of payment to labourers and fixed the payment date in 31st or 1st day of the every month.

Nyishi Academic Books

ITANAGAR: Nyishi Academic Books, designed for Class VI, VII and VIII as third language in Nyishi inhabited districts will be released on September 12 at Itanagar.

Development should not be deterred by anti-development activities

Madam,

We condemn the destruction of labour camp of ongoing PMGSY road connecting Londa Village in East Kameng district and assault on storekeeper and labourers by a group of miscreants after they failed to collect ransom demanded in lakhs at Karwah camp of Londa village on Sept 4 last. Demand of huge money from tender holder with an intention to create disturbance to road work is not at all acceptable. We don’t want to compromise with such anti-social activities, rather we want development including quality road work within the stipulated time.

We request the miscreants to refrain from such anti-social and anti-development activities and also request the law enforcing authority to tackle law and order.

The road construction agency and tender holder should also resume their work without fear in greater interest.
